Fill a standard 14" × 26" bag about one-half to two-thirds full, which usually gives 35 to 40 lb of sand. An over-filled bag becomes rigid and leaves gaps when stacked, so water finds its way through. Leave enough empty fabric to fold the top under the bag or tie it loosely, so each bag can flatten and seal against its neighbours.
